The regulations set the requirements that waterworks must follow regarding the form, manner, frequency, and content of a public notice. Public water systems must notify their customers when they violate EPA or state drinking water regulations (including monitoring requirements) or otherwise provide drinking water that may pose a risk to consumer\u2019s health.<\/p>\n<p>Water systems test regularly for approximately 90 contaminants to make sure that no contaminant is present at levels which may pose a risk to human health.<\/p>\n<p>Unfortunately, water quality can sometimes change. Despite the efforts of water suppliers, problems with drinking water can and do occur.<\/p>\n<p>When it does, people who drink the water have a right to know what happened and what they need to do. The public notice requirements of the Safe Drinking Water Act require water suppliers to provide this notice.<\/p>\n<p>Notices must contain:<\/p>\n<ul>\n<li>A description of the violation that occurred, including the potential health effects<\/li>\n<li>The population at risk and if alternate water supplies need to be used<\/li>\n<li>What the water system is doing to correct the problem<\/li>\n<li>Actions consumers can take<\/li>\n<li>When the violation occurred and when the system expects it to be resolved<\/li>\n<li>How to contact the water system for more information<\/li>\n<li>Language encouraging broader distribution of the notice<u><\/u><\/li>\n<\/ul>\n<h3>Public Notice: Notification Tiers<\/h3>\n<p>EPA specifies three categories, or tiers, of public notification. Depending on what tier a violation or situation falls into, water systems have different amounts of time to distribute the notice and different ways to deliver the notice:<\/p>\n<table border=\"0\" cellspacing=\"0\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td bgcolor=\"#CCCCCC\">\n<table border=\"0\" cellspacing=\"1\" cellpadding=\"10\">\n<tbody>\n<tr>\n<td colspan=\"3\" bgcolor=\"#CCE6FF\"><strong>The 3 Tiers of Public Notification<\/strong><\/td>\n<\/tr>\n<tr>\n<td bgcolor=\"#CCE6FF\" width=\"138\"><\/td>\n<td bgcolor=\"#99CCFF\"><strong>Required Distribution Time<\/strong><\/td>\n<td bgcolor=\"#99CCFF\"><strong>Notification Delivery Method<\/strong><\/td>\n<\/tr>\n<tr>\n<td valign=\"top\" bgcolor=\"#99CCFF\" width=\"138\">\n<p align=\"center\"><strong>Immediate Notice (Tier 1)<\/strong><\/p>\n<\/td>\n<td valign=\"top\" bgcolor=\"#FFFFFF\">Any time a situation occurs where there is the potential for human health to be immediately impacted, water suppliers have <strong>24 hours<\/strong> to notify people who may drink the water of the situation.<\/td>\n<td valign=\"top\" bgcolor=\"#FFFFFF\">Water suppliers must use media outlets such as television, radio, and newspapers, post their notice in public places, or personally deliver a notice to their customers in these situations.<\/td>\n<\/tr>\n<tr>\n<td valign=\"top\" bgcolor=\"#99CCFF\" width=\"138\">\n<p align=\"center\"><strong>Notice as soon as possible (Tier 2)<\/strong><\/p>\n<\/td>\n<td valign=\"top\" bgcolor=\"#FFFFFF\">Any time a water system provides water with levels of a contaminant that exceed EPA or state standards or that hasn&#8217;t been treated properly, but that doesn&#8217;t pose an immediate risk to human health, the water system must notify its customers as soon as possible, but within <strong>30 days<\/strong> of the violation.<\/td>\n<td valign=\"top\" bgcolor=\"#FFFFFF\">Notice may be provided via the media, posting, or through the mail.<\/td>\n<\/tr>\n<tr>\n<td valign=\"top\" bgcolor=\"#99CCFF\" width=\"138\">\n<p align=\"center\"><strong>Annual Notice<\/strong><br \/>\n<strong>(Tier 3)<\/strong><\/p>\n<\/td>\n<td valign=\"top\" bgcolor=\"#FFFFFF\">When water systems violate a drinking water standard that does not have a direct impact on human health (For Example, failing to take a required sample on time) the water supplier has up to <strong>a year<\/strong> to provide a notice of this situation to its customers.<\/td>\n<td valign=\"top\" bgcolor=\"#FFFFFF\">The extra time gives water suppliers the opportunity to consolidate these notices and send them with Annual Water Quality Reports (Consumer Confidence Reports).<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><a id=\"anchor-5783e983-d9a2-9a3c-377d-5723c68a558e\" title=\"http:\/\/nepis.epa.gov\/Exe\/ZyPDF.cgi?Dockey=P100529C.txt#_ga=1.47005794.472891366.1423060476\" href=\"http:\/\/nepis.epa.gov\/Exe\/ZyPDF.cgi?Dockey=P100529C.txt#_ga=1.47005794.472891366.1423060476\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-linkindex=\"1\" data-olk-copy-source=\"MessageBody\">Public Notification Rule Quick Reference Guide (PDF)<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In May 2000, EPA issued final regulations to revise the general publication notification regulations for waterworks.
